2004 NE District Winter Meeting Minutes
The 2004 New England Winter meeting was held at 12 noon on December 12th at 83
Hanover St. Manchester, NH.
The meeting was called to order by District Commodore Patrick Gallagher at 12:12

A quorum was met.
(quorum = 25% of paid fleets 121, 145, 189, 227, 273, 280, 301, 332, 493)
Secretary report - Ann Snow moved to waive the minutes of the previous meeting,
all approved motion.
Treasurer’s report - Treasurers report was given by District Commodore
Gallagher.
At the 2003 meeting the cash on hand was $1172.87. The current balance is
$1295.86
Total expenses to date for 2004 are $249.29
- Spring mailing $84.45
- training video for fleets $163.84
Anticipated expenses for the remainder of the 2004 season (not included as
expenses in the above balances)
- Winter meeting expenses (approximately $120),
- Ad for Yearbook (up to $260)
- Tuning videos for fleets ($184.65)

The following District trophy winners were announced:
- The 2005 District Circuit championship was won by Heather Ambrose.
- The Pratt Trophy for outstanding service to the district was awarded to Dave
Hazelett
and Mark Gardner for successfully running 2004 Sears Cup at Malletts Bay.
- The NE District Sportsmanship Award was awarded to John Hughes for the highest
level of participation in the District Regattas this summer as well as operated
a
crash boat at the fall Leaf Peeper event.
Fleet reports - (and designation of fleet officers for 2005) -
Fleet 121 Newburyport was given by Ann Snow. 2005 fleet officers are Fleet
Captain Patrick Gallagher and Secretary Ann Snow.
Fleet 145 Spofford report was given by Bob Bush. 2005 fleet officers are Captain
Bob Bush and Secretary Alex Gemmell.
Fleet 273 Massabesic report was given by Walt Colantuono. Walt is both the Fleet
Captain and Secretary for 2005
Fleet 301 Malletts Bay report was given by Bill Fastiggi. 2005 fleet officers
are Captain Mark Gardner and Secretary Patrick Zachary.
Fleet 493 Bow Lake report was given by Bob Shapiro. 2005 Fleet Captain is Ned
Hinds and Fleet Secretary is Bob Shapiro.
A 45 minute recess was called for a Pizza lunch.

Massabesic and Spofford both expressed interest in hosting the NE Districts. The
NE Districts were tentatively awarded to Massabesic for 2005 pending approval
from the Massabesic YC board of directors next week. Walt Colantuono will report
back shortly. Tentatively Spofford will host the 2006 NE Districts or, the 2005
Districts if Massabesic can not host the event. Malletts Bay also offered to
host the regatta in the event that one of the other fleets is unable to host.
Old Business - The executive committee decided to purchase six copies of the new
Lightning tuning, (one for each of the active fleets of more than one boat.)
The membership ratified the decisions of the executive committee.
Commodore Gallagher discussed his desire to have a Lightning Lab clinic within
the District next year and Fleet 301 expressed interest in hosting the event.
New Business - The following items were brought up for discussion:
Commodore Gallagher wanted everyone to make an effort to locate the missing
district trophys. The Pratt Trophy, the District Circuit Championship trophy and
the base of the District Championship trophy are all missing. Bill Fastiggi is
sure that either he or Andy Horton has the base for the Championship trophy and
has committed to locating it.
Secretary Fastiggi expressed a desire for improvement in the use of the website
for storing historical data, regatta results, and as a promotional resource.
Also to have all fleets using the emailer for publicizing events. Bob Shapiro
agreed to help with the website.
The membership articulated a desire to have a New England District Ad in the
2005 ILCA Yearbook and authorized spending up to $260 on the ad. District
Secretary agreed to pursue this.
Bob Shapiro mentioned that the Bow Lake fleet gives a 1 point scoring bonus to a
boat that has a young child on board during fleet races to encourage
participation. All agreed that innovative ideas like this were good for fleet
building.
Commodore Gallagher brought up the possibility of changing the district By-Laws
procedures to select representatives to attend the NAs in case the districts
can’t be completed. The general feeling of those at the meeting was that the
guidelines were specific enough as they are currently written and the District
Officers were elected because of their standing in the district and their good
judgment is respected. No action will be taken at this time
Election of officers for 2005 - The nominating committee nominated Bill Fastiggi
as District Commodore for 2005-2006 and Bob Shapiro for District Secretary for
2005 - 2006. Those nominations were seconded, a motion to close nominations was
moved, seconded and passed. Commodore Gallagher passed the “gavel” to Secretary
Fastiggi.
Commodore Elect Fastiggi acknowledged the four years of service of outgoing
commodore Gallagher, and the outstanding leadership that he provided. All
attendees agreed.
Adjournment - Commodore elect Fastiggi asked for a motion to adjourn, which was
seconded and the meeting was adjourned at 2:50 PM. |
