for the

DIXIE DISTRICT

of the

INTERNATIONAL LIGHTNING CLASS ASSOCIATION

The District shall have jurisdiction over its activities and the Dixie District Championship, but must be in accord with and subject to the jurisdiction of the ILCA

 

Article IV – Dues

The District dues and taxes, if any, shall be fixed by the By-Laws.

Article VIII – Committees

 

  1. The Governing Board shall consist of all Executive Officers and Fleet Captains or their representatives.  The Commodore shall be Chairman of the Governing Board.  Voting shall be on the basis of one vote per fleet and majority vote decides all questions; in the case of a tie, the Commodore shall cast the deciding vote.

 The Governing Board interprets the Constitution, By-Laws, and may pass new By-Laws not conflicting therewith, conducts all business; and determines the policy of the District.  The Governing Board elects from its own members the Executive Committee.

 

  1. The Executive Committee shall be a subcommittee of the Governing Board embowered to act in the name of the Governing Board in matters requiring prompt action and personal decision.  It shall consist of the District Commodore, as Chairman, and two or more Governing Board members.  They shall determine the date for the Dixie District Championship, sanction or ban Dixie District races, appoint the Protest Committee and the District Measurement Committee, approve the appointment of the Race Committee and be responsible for Perpetual Trophies.

 

  1. The Dixie District Championship Regatta Committee shall consist of Home Fleet members and the Executive Committee.  The Home Fleet members of the Regatta Committee shall make preparations for, and conduct, the Championship subject to Executive Committee approval.  The Regatta Committee shall serve during the Dixie District Championship and until twenty-four hours after the last race.

 

  1. The District Measurement Committee shall be appointed by the Executive Committee.  It shall be in charge of measurement of all sails and boats entered in the Dixie District Championship and shall have the power to grant or reject same from being used in this series.

1.                  The Constitution and By-Laws can never be suspended but may be amended at any meeting by two-thirds of the votes present, provided that a notice has been sent to the Fleet Secretaries as required in Section 2 below.  Racing rules may be amended by a majority vote of the Governing Board.

2.                  All amendments to be proposed at either the Annual Meeting or a special meeting must be included in notice to Fleet Secretaries, mailed not less than thirty days prior to the meeting.  Proposed changes to the racing rules must be announced to the Fleets 30 days before a vote is taken by the Governing Board.

3.                  The Executive Committee shall have the power to simplify, clarify, or correct the wording of any Article without changing its intent or purpose.

Each Fleet shall be assessed District dues at the rates of $2.00 per year per Lightning enrolled in said Fleet and which is also properly recorded wit the ILCA by a paid up membership.  District dues become payable on 1 July for that calendar year or prior to the Annual District Championship Regatta if it occurs earlier than 1 July.  Dues of non-fleet members are $2.00 per year and are payable at the District Regatta.  These dues shall be used to cover only those expenses incurred in conducting the business of the District and the Dixie District Championship.

Article III – Measurements 

A yacht is subject to re-measurement by order of the District Commodore, District Measurer or District Measurement Committee at the Dixie District Championship Regatta.
