The Governing Board interprets the Constitution, By-Laws, and may pass new By-Laws not conflicting therewith, conducts all business; and determines the policy of the District. The Governing Board elects from its own members the Executive Committee.
Article IX – Meetings Article X – Delegates Article XI – Quorum and Roll Call Article XII – Voting Article XIII – Amendments 1. The Constitution and By-Laws can never be suspended but may be amended at any meeting by two-thirds of the votes present, provided that a notice has been sent to the Fleet Secretaries as required in Section 2 below. Racing rules may be amended by a majority vote of the Governing Board. 2. All amendments to be proposed at either the Annual Meeting or a special meeting must be included in notice to Fleet Secretaries, mailed not less than thirty days prior to the meeting. Proposed changes to the racing rules must be announced to the Fleets 30 days before a vote is taken by the Governing Board. 3.
The Executive Committee shall have the power to simplify,
clarify, or correct the wording of any Article without changing its
intent or purpose. Article XIV – Order of Business BY-LAWS
Article I – General Article II – Dues Each Fleet shall be assessed District dues at the
rates of $2.00 per year per Lightning enrolled in said Fleet and which
is also properly recorded wit the ILCA by a paid up membership.
District dues become payable on 1 July for that calendar year or
prior to the Annual District Championship Regatta if it occurs earlier
than 1 July. Dues of
non-fleet members are $2.00 per year and are payable at the District
Regatta. These dues shall
be used to cover only those expenses incurred in conducting the business
of the District and the Dixie District Championship. Article III – Measurements A yacht is subject to re-measurement by order of the District Commodore, District Measurer or District Measurement Committee at the Dixie District Championship Regatta. |
